Recently i got my second deck, its marantz sd-60, and comparing its sound to my old onkyo, onkyo is low on higths.
I wonder is it because i comparing 3head vs 2 head, or maybe capasitors need to look at?

What is it like on its own recordings? If the head azimuth is off compared to the tape being played will reduce treble.
two head vs three head makes no difference with tapes once they are recorded (the third head is for recording only).
A worn head, or as you suggest electrical problems could also be the problem.

Azimuth not shure is corect, but done by same tape, by me, so there is room for errors, but puting marantz recorded tape to onkyo and adjusting azimuth i can't get same higths

That Marantz looks pretty nice, I haven't seen many of the post-80's units, I've got a couple of 70's clunkers around here. I've posted some technical articles in the boombox tech section; I think there's two threads with some great basic tune up tips. With a lot of this stuff you have to start with the basics (like cars, always check the fuses first). A good cleaning helps and some units need specific tapes to sound best. What model Onkyo is it, I've always had good luck with their tape decks, I've got an R1 in my office stack right now.

    Its onkyo ta 6511.
For now marantz is my bigest problem, cant get head aligment, maybe i do it wrong, ive tried aign by prerecorded tape both decks, but marantz record on onkyo needs litle tune after that prerecods on onkyo doesnt play nice, i thougt record head needs align, ive tried pc osciloscope and 400hz tone, all went well but not good with prerecord tape, after all messing around tape got stuck and tape door wont open, head goes all way down, gues it need good inside clean and some new grease.
But what i do wrong, what i understand that left from head is record side aligment screw, on rigth side play head screw plus one uper screw for tape guide
