This is from the german series " The Invinsible Visor " from 1973. It`s used by an agent of "Stasi".
    Very curious

I never found infos. It`s very surprising that such stuff is shown, and there`s the question, who really used this in reality ? From where the movie team has got this ? It seems to be a existing tool, because nobody has built it only for the series, i mean.

It could easily be a prop, made from clock parts or similar. Such items are far easier to make when they don't actually need to work.
From the same decade one of my favourite TV series was Space 1999. It turned out that although the Commlock(s) did actually work, they did so using a large cable running down the actors sleeve.

Edited because I remeber reading they only had one working unit for close ups. Everyone else had a non functional one.
