I have a Sony WM-F701C in perfect, brand-new-in-box condition and it does the exact same thing. It's basically been turned on a total of maybe 3 times and it will make an noise for about 2 seconds but the spindles don't move at all. If I put a tape in the device it never moves or plays, but it does sound like the motor is working. I need to open it and figure out what is wrong but I am 99% sure the belts are worn out and broken. Your Westman is probably 43 years old, so none of these rubber belts last that long. On some Walkmans the belt is still attached but it is too loose and doesn't do much. You will need to open it and find out for sure.

If the new belt does not fit properly or it is too hard it will slip. If there is sticky goo from the old belt, it could be slowing the motor. The motor shaft might need some lubrication if it sat for a long time. Most of the little motors seem to run forever, you could pull it out and run it to see if it slows on it's own.
