In almost all cases where I have heard a sound after rebelting, it was due to a wire or something rubbing against the rotating transport assembly.
If the motor itself is making noise, then the bearings are usually shot. A drop or two of machine oil at the shaft generally quiets it but it's not really a fix since the repair does not last. I have not known using a tighter belt to be helpful though. If anything, more often than not, premature worn bearings can be attributed to belts that are too tight.
