I don’t think so, but it would be nice if they start making good blanc tapes again.
I was never into pre-recorded tapes as most where terrible recording, but like to make my own from vinyl.

The answer to the post, more likely not. Reason being the cassette format was never that great of a format to began with, more for mainstream market, when compare to reel to reel, or vinyl. Cassette format was created more for it convenience and size, but because of the limitations of the cassette's size and speed, it's consider poorer in quality, when compare to other analog formats. Unlike the 4-track stereo open-reel format, or vinyl. Granted a quailty 3 heads, with well designed transport cassette deck will make most cassettes sound pretty good, if recorded right, but still not like reel to reel, or vinyl, but pretty close, still much better then MP3 format recorded in low to medium bitrate.
I only still use the format from time to time, due to, it's what I grow up with and have over 1500 pre-recorded and recorded cassettes, otherwise pretty much buy Vinyl as far as analog, the best out of all, or for digital SACD/HDCD/CD or FLAC format music, as I listen to all kind of types of music.

What if recording company push up the recording quality using high bias type II (Chrome, CRO2) cassette tape with decent mastering. But this would definitely incurred in higher cost.

i also believe that it might come back but only for people like us, not really as high quality tapes , i can see them coming from china for a buck or 2,

What if recording company push up the recording quality using high bias type II (Chrome, CRO2) cassette tape with decent mastering. But this would definitely incurred in higher cost.
Some of them did just that, but only for some of their recordings.
Although I have a lot of pre-recorded tapes, I prefer to do my own as I can do a better job.
