Well, Serato is not really a "soundcard" as much as it is a complete DJ interface. You need the USB box that your gear and computer plugs into, as well as the software for the PC. I have been using Serato in clubs since it came out and have followed the updates along the way as well.
I think your best bet is to find a used Serato SL-1 on ebay. I would avoid the new SL-3 as the older version is very, very stable and will do about 90% of what SL-3 will do for much less cost. Rane says SL-3 sound quality is improved over SL-1, but it is really quite marginal. Unless you have a serious audiophile rig you will likely never hear the difference. I've played on really big systems as well as my "higher end" setup here at the house. The quality of your digitized music is more important than anything when it comes to the quality of sound pushing through either Serato option.
I bought mine from a reputable record store on ebay and got a significant discount because it was an open box return and had an old software version. Since you can go to rane.com and download the track files you need to make your own timecode audio CDs or the latest software, the USB box and maybe the timecoded vinyl (also available separately) are all you really need buy...
